In 2018, the Municipality of San Pedro de la Paz signed the Cooperation Agreement between European Union (EU) cities, inviting CEDEUS to be part of the “Local Action Group” in the San Pedro de la Costa I neighbourhood. CEDEUS joined in the areas of mobility from the approach of walkability, and energy efficiency with a focus on thermal comfort at neighbourhood and housing scale, to propose priority areas of action based on the needs of neighbours.
The first steps were to carry out diagnoses in both areas through the application of quantitative and qualitative methodologies that consider the direct participation of the community to know their experience and perception of the neighbourhood and housing, information that is complemented with the review of data from secondary sources, surveys and measurements.
As a result of the link with the coastal community achieved in the first two years, the participatory action research project “Popular Habitat and the Struggle for a Dignified Life on the Coastal Edge of San Pedro de la Paz” was launched in 2020 in the Boca Sur and Michaihue. This with the aim of exploring the role of territorial organisation in the production of a dignified habitat, and to develop a process of co-construction of knowledge and exchange of knowledge between CEDEUS, the grassroots organisations that make up the Union de Pobladores de San Pedro de la Paz and neighbours of the territory.
The actions carried out allow us to broaden the vision of the territory in a comprehensive manner, complementing what has already been done in the San Pedro de la Costa I. On the one hand, it seeks to highlight the impact and consequences of housing and urban policies, and on the other, it aims to contribute to the methodological and epistemological debate in urban studies, testing a local model of co-construction of situated and dialogical knowledge with the communities of the territory.
