In 2018, CEDEUS was suggested by the Mobility Department of the Municipality of Santiago to collaborate in the implementation and improvement of the Integrated Mobility Plan (PIM, as per its Spanish acronym) in the San Eugenio area, a working-class and railway heritage neighbourhood located in the south of the municipality.
CEDEUS started working on a standard diagnosis and co-design a plan for the reconfiguration of the neighbourhood’s public spaces, considering the reallocation of road space for the coexistence of multiple modes of transport—based on the Complete Streets paradigm—the rehabilitation of green areas and the enhancement of the heritage dimension of the neighbourhood.
The process was organised by and included the active participation of civil society organisations from the neighbourhood, the Municipality of Santiago and researchers and professionals from CEDEUS. It used different methodologies such as surveys, interviews, commented walks, participatory mapping and urban drainage diagnostics, always considering a participatory component to promote the involvement of the inhabitants of the neighbourhood, and address their perceptions and knowledge.
Based on the shared diagnosis, it was proposed, together with the residents of San Eugenio, that the redesign should promote its consolidation as a walkable neighbourhood, a comfortable and safe daily meeting place, where streets and public spaces recover their value as places of identity and sustainable forms of mobility for all people are prioritised.
